REQUEST FOR PROPOSALS FOR ACCOUNTING CONSULTATION
DECEMBER 2, 2011

The Oxford County Treasurer’s office is seeking proposals from qualified accounting firms to provide professional consultation services in matters related to financial procedures and polices, accounting processes and related matters. Telephone and in-person advice and direction are needed. All services will be provided on a scheduled basis. It is the county’s goal to operate an effective and efficient finance office that exceeds GFO standards and fully utilizes the opportunities provided by developing technology.  Demonstrated experience and knowledge of county finance operations, the process of updating governmental financial processes and staff development are required. A working knowledge of MUNIS accounting applications is preferred.

Oxford County is one of 16 counties in Maine. Incorporated in 1805, the county’s population numbers 54,755 has 2,078 square miles and is administered from the Oxford County Courthouse in South Paris.

Subject to the Maine State constitution and the statutes of the Maine Legislature, the County is governed by three elected Commissioners. The County provides and oversees a number of public services including:  law enforcement and civil process, corrections (72 hour holding facility), registry of deeds, probate court, fire, police and rescue dispatch services, road maintenance, emergency management and houses the district attorney, district and superior courts. The County also oversees the unorganized territories (UT), an airport and tax abatement appeals. Oxford County’s financial records and investments are administered by an elected Treasurer and two deputies in close coordination with the county administrator and Commissioners.

All proposals will address the following selection criteria for including:

  • The ability of the bidder to provide the services as evidenced by demonstrated experience in government county/municipal accounting, knowledge of the MUNIS application and the background and qualifications of the specific consultant who will be working with  the County.
  • References provided.
  • The overall quality of the proposal submission.
  • Evidence the bidder is an established and reputable entity that meets GFO standards.
  • Confirmation of availability throughout the year and indication of any limitations.

The adopted budget for 2012 has $5,635,769 in County (non-jail) expenditures. The additional revenues and credits total 3,724,533.  The jail consolidation tax cap is $1,228,757. The amount to be raised from taxation is $4,990,440. 

The approved 2012 appropriation for this service is $5,400 and additional funds have been allocated for staff development and training.

All questions regarding this RFP should be directed to Mr. Gedat who will compile all questions and responses and make them available to all bidders upon request. Proposals will be opened at the above date, time and place and will be available for inspection by interested parties. Oxford County reserves the right to waive all formalities and reject any and all proposals when it is in the interest of the County.

The County of Oxford anticipates entering into a two-year contract for accounting consultation. Either party may terminate this contract upon giving sixty (60) days advance written notice. However, the County retains the right to terminate the contract with less than sixty (60) days notice if, in the opinion of the County, sufficient cause exists. 

One proposal marked “original” must be signed by a person legally authorized to bind the bidder to a contract. The signatory of the proposal shall signify he/she has read, understands and agrees to all conditions as outlined in the RFP.  Any exceptions to these conditions will be noted and described in the proposal.
