At the Court of Oxford County Commissioners begun and held at Paris, within and for the County Of Oxford on November 13, 2007, there were present :

9:05 - Scott Parker reported that a grant is available that would pay ½ of $10,000 to hire a consultant to evaluate Oxford County’s Communications’ needs for the future.
9:40- Tom Winsor, Register of Probate, reported that the Probate Office would no longer be processing applications for passports and he would not supervise if another office took over the processing. During 2007 the County received approximately $10,000 in passport revenue.
Winsor told the Commissioners that they did not give him any incentive to do extra work and therefore he was no longer going to do anything over and above his responsibilities as covered in the statutes. Winsor previously requested a salary adjustment of an additional $1,506 for 2008. The Commissioners voted to give Winsor the overall increase of 3% plus $500 for 2008.
Commissioner Merrill stated that the County should have a professional consultant come in and evaluate all benefits, jobs and salaries. Commissioner Duguay thought that there may be some market adjustments.
10:10 - Phil Simpson, airport consultant, reported to the commissioners that the County can not sell the airport to a private buyer unless the County reimburses all FAA funding received over the past 20 years. According to the Oxford Aviation Lease, the County must maintain the airport. The Commissioners believe that Oxford Aviation is in default of the lease agreement and voted to have Fulton contact an attorney to get a quote to review the lease to see if it could be broken and renegotiated.
10:30 - Peter Rogers, Jail Chef, was present to review the need of new equipment in the jail kitchen. His highest priority concern is the all-in-one electric stove. His concern is that if the one unit goes on the stove, all units will go. The other two concerns are the replacement of a dish washer and freezer.
12:00 p.m. - Sheriff Gallant discussed the SRO in SAD 55. SRO Wyman will most likely be returning as a regular road deputy. A replacement mut be selected through the hiring process. Wyman will be filling the vacancy created by Deputy Harriman, who now is the Domestic Violence Detective. If the grant for this position is no longer funded, Harriman will return as a road deputy and the most recent hire (Cayer) will be terminated.
12:20-1:20 - Executive Session per Title l, 405, sec.6.a.
1:30 - The Commissioners reviewed personnel policy changes with Annalee Rosenblatt - All changes were tabled.
The Commissioners voted to authorize the Treasurer to transfer $35,000 from the UT Capital Reserve Dump Account to Roads and Bridges maintenance account
Commissioner Duguay reported highlights of a UT planning Committee and an AVCOG meeting he attended.
The following were either approved or signed by the County Commissioners:
- Minutes of the last meeting.
-To pay the Albany Grange a $100 stipend to use their hall for a polling place
-To table the NACO prescription drug program pending further review
-To pay the OXBAR members $500 each for tax abatements hearings.
All other bills and accounts were given consideration and now on the first day of November 13, 2007, the Commissioners adjourned at 4:00 p.m.
