At the court of Oxford County Commissioners begun and held at Paris, within and for the County of Oxford on February 19, 2008, there were present:

9:05 Monthly meeting with Department Heads.

10:15 Opened bids from banks for Tax Anticipation Note for $1,900,000. Commissioner Merrill made the motion, seconded by Commissioner Duguay to accept the bid from Key Bank @ 2.30 %. Motion passed.

10:30 James Miclon - RCC monthly update

Miclon met with other PSAP organizations throughout the state. There is an effort to stop the governor from taking all the money from the 50 cent telephone charge. The State also wants an inventory of all PSAP equipment. Miclon said they would not submit such a list, but would be happy to show them the equipment if they like

Communication Consulting Service submitted the only proposal for consulting services for RCC. Before accepting the proposal the Commissioners wanted to be certain that EMA and EMS was included in the scope of work , and the payment plan be changed to 25% down to start and 75% at the finish.

10:55 Roger Jackson and Mark Hewes from The Threshold to Maine reviewed their annual report for Oxford County. Two of their major projects was an agriculture development project in Rumford. An agriculture Commission was formed which is made up of representatives from the Towns in the River Valley region, the River Valley Growth Council, River Valley Chamber of Commerce and local farmers. Plans are to revitalize the River Valley Farmers Market and assist with developing the idea for a shared use kitchen to serve the region. A second project is focused on the Northern Forest, and is designed to work with local communities in developing capacity to work within the regions on their forest related issues.

The RC & D is also exploring alternative energy with community involvement.

11:30 Everett Hatstat was present to discuss the snowplowing problems in Albany. Having considerably more snow fall this season Hatstat reported that he is running out of salt and sand. Hatstat will provide a list of problem road areas.

12:05 Sheriff Gallant will speak with the Hiram school concerning the number of hours that the SRO is working. He is not working the minimum required hours to have the health insurance benefits. The school is to reimburse the total amount of the insurance premium.

12:30 -2:30 Oxford County Emergency Operations Center Training for all county department heads. The center mission, county responsibilities, and Center functions were included in the agenda.

2:30 - 3:15 Scott Parker presented the monthly EMA update.

Commissioner Merrill made the motion to rescind the vote of February 5, 2008 to adopt a charter and to revisit at a later date. Commissioner Duguay seconded the motion. The vote was unanimous.

The following were either approved or signed by the Commissioners:
- Minutes of the last session
- Linda Lewis, Michele McDonnel and Lori Skidgel were approved as part time dispatchers.
- Jim Ryerson to replace Jason Taylor as full time corrections officer starting March 2.
- Beverly Hall to replace Liza Cote as full time dispatcher starting February 24th, 2008
- $55 per hour - Per Diem rate for deputies
- Personnel Policy Article adopted.

Now on the first day of February 19, 2008 the Commissioners adjourned at 5:05 p.m.
