At the Court of Oxford County Commissioners, begun and held at Rumford, within and for the County of Oxford on December 4th, 2007, there were present:

Patty Duguay, River Valley Healthy Communities, reported to the Commissioners that she had quickly reviewed the information on the NACO Prescription Drug Discount Card Program for Participating Counties Program. Four Maine Counties are participating in the program at no cost to the county, but up to 22% savings for prescriptions. Any resident who does not currently have prescription coverage will be eligible to participate. Patty volunteered to distribute the cards in her area, Patty will do a final review and make her recommendations to the commissioners.
5:05 - Scott Parker -EMA Update
Parker submitted check off lists for the following Homeland Security Grants:
Senior Plus Tri County Public Awareness Grant $14,170
Oxford County EMA Office Public Awareness Grant $10,000
Oxford County Decon. Strike Team Training Grant $11,900
5:35 - Sheriff Gallant informed the Commissioners that Deputy Wyman will be leaving the SAD 52 SRO position to replace Harriman, the temporary Domestic Violence Detective. He recommended that the Commissioners approve the hiring of the candidate that came in second place when Wyman was interviewed. Fulton will contact Annalee Rosenblatt on the procedure to process the hiring, so that the replacement will not be a member of the Deputies Association.
Gallant stated that the use of air cards has reduced the cruiser mileage even though the calls have increased by 200 over 2006.
Gallant told the Board that efforts are now under way to change the call sharing with the Maine State Police. Currently the State and the County alternate coverage.
Gallant is working with Lt. Walter Grzyb, troop commander for Oxford, Androscoggin and Cumberland Counties. The plan is that the SO and the State police would cover specific areas at the same time. Gallant plans to reduce the county zones from 4 to 2. Two deputies and two state troopers would patrol at the same time. It is hoped the change will begin January, 2008.
Commissioner Duguay made a motion to rescind the following vote taken at the March 20, 2007 meeting. “To transfer undesignated surplus to the
...$230,000 to CRB&E”. The motion was passed. The Board voted to transfer $112,000 to reduce 2008 taxes and the remainder of $118,000 to remain as undesignated surplus.
Starting January 2008, the Commissioners encourage each department head to provide input for the 2009 budget process. The Commissioners will also meet quarterly with the department heads to discuss the monthly financials and the budget.
Starting February 2008, Fulton will meet monthly with the Department Heads for round table discussions. Fulton will ask each department head to submit topics for the agenda for each meeting.

For the record: The Commissioners approved the following purchases to be charged to the CR Buildings and Equipment Account:
- Treasurer’s office to purchase a new computer
- Jail Kitchen to purchase a new steamer and microwave
Now on the first day of December 4, 2007, the Commissioners adjourned at 7:15 p.m.
